The Province of Prince Edward Island is seeking a vendor to provide a modern job evaluation solution. The successful company will collaborate closely with the Province to assess current job evaluation methodologies and recommend a standardized, industry-supported approach, implemented and supported by the proposed solution. The modernization initiative aims to replace the manual Willis-based system with an automated solution that incorporates best practice business and digital processes for streamlined evaluation across varied roles, including those with complex compensatory factors such as 24/7 operational coverage.
Responsibilities will include providing change management, communication and engagement support, including union consultation and education. The vendor must detail all licensing or subscription requirements for the solution and support migration and validation of position data for multiple branches and unions. Comprehensive system documentation in electronic format, together with post-go-live support, ongoing maintenance, and knowledge transfer, is expected to ensure long-term sustainability. The solution should automate, streamline, and right-size workflows related to job evaluation, preserve the integrity of the existing Willis principles, improve access to data analysis and reporting, empower users to create and edit their own reports, and offer a more efficient hiring process. Integration with the existing HRMIS application is required.
The contract period is expected to be three years, with questions due no later than May 1, 2026.
