DESCRIPTION


The selected vendor will provide comprehensive jail inmate communication services, including phone, tablet, and video visitation systems. Services must feature automated operator handling with collect call, direct call, and prepaid call options. The solution will require all necessary telephone platforms, instruments, and related equipment for full operation as specified, with phones located in inmate housing units, medical areas, booking holding cells, and common spaces.

The administrative system must be a centralized, web-based application accessible securely from any location via an encrypted, password-protected, and auditable interface. The telephone system must allow only outgoing calls, use only automated operators, and support outgoing calls to both landlines and cell phones. The system should facilitate collect, debit, toll-free, and prepaid card calls, as well as international calling, requiring active acceptance by the recipient and providing call cost information prior to call acceptance for collect calls. Billing will only commence after call acceptance.

The contract will last for three years. A mandatory pre-bid meeting is scheduled for April 29, 2026, and all questions must be submitted by May 4, 2026.
