The selected vendor will provide IT support and transformation services, offering strategic, technical, and change management expertise to ensure the WCF operates as a transparent, efficient, and scalable shared-service provider for the government authority in Washington, DC.
Key responsibilities include maintaining a comprehensive Plan of Action and Milestones, identifying critical dependencies across IT, HR, and Procurement transitions. The vendor will also facilitate Governance Support by organizing Steering Committee meetings, supplying data-driven materials to inform executive decision-making.
Additionally, the project requires the development of a 24-month modernization strategy to decommission legacy trackers and migrate to a cloud-native, multi-tenant financial architecture. Tasks involve drafting Functional Requirements Documents for an integrated financial dashboard providing real-time consumption data, developing a unified data taxonomy for consolidated departmental financial reporting, and enabling cost allocation, billing, and financial integration.
