The government authority located in West Basin, California is seeking a vendor to provide comprehensive investment management services for the District's portfolio, valued at approximately $77 million. The selected firm will be responsible for the day-to-day administration of the investment portfolio, ensuring the maximization of returns on public funds while minimizing potential losses due to market changes or security defaults.

Key responsibilities include managing the portfolio in accordance with the District's Investment Policy, conducting research, and presenting options for the purchase and sale of securities. The firm will assist in security settlement processes with the District's custodial bank and serve as a resource for information, training, and advice regarding fixed income securities and investments. Coordination with District staff for cash flow projections and ensuring the investment strategy matches liquidity requirements is essential.

The scope also involves delivering monthly statements in compliance with regulatory requirements, including market-to-market valuation, and maintaining accurate and diverse investment records. Quarterly investment reports should provide detailed market analysis, strategy updates, performance metrics as per global investment performance standards, and recommendations for potential strategy changes. The vendor will review and potentially recommend changes to the investment benchmark, with ongoing performance tracking and reporting.
