DESCRIPTION


The vendor is sought to provide comprehensive interpretation tool services encompassing remote simultaneous interpretation platforms, closed captioning systems, speech-to-speech conversion systems, and speech-to-text conversion systems. Essential interpretation features must include support for multilingual events, a dedicated interpreter console adhering to ISO standards (with functions such as bidirectional communication, relay, audio feedback, handover, mute, and more), and integrated support for sign languages, specifically Quebec Sign Language (QSL) and American Sign Language (ASL), displayed through the platform with up to two sign languages concurrently. The system must also facilitate multi-audio channels to allow for simultaneous interpretation across various languages.

User experience requirements specify that the system should offer a user-friendly interface for both interpreters and participants, provide functionality in both English and French, and be accessible across web browsers, mobile applications, or computers. In addition, AI-driven tools for closed captioning are required to provide real-time, accurate, and synchronized captions, fully compliant with accessibility standards. The system must be able to denote sound effects and music within captions and maintain reliable synchronization with audio content, using robust voice recognition capable of accurately converting speech even in challenging audio conditions such as background noise or overlapping speech.
