The selected vendor will provide internal affairs supervisory review services to a government authority in Minneapolis, Minnesota. The required services include deep experience in handling police misconduct or human resources investigations, particularly those related to Internal Affairs (IA) cases, use of force reviews, or complaint-based misconduct incidents. The consultant must demonstrate proven expertise in preparing, reviewing, or drafting investigative summary reports and conducting police misconduct investigations consistent with current internal affairs standard operating procedures and settlement agreements.
Key responsibilities will involve comprehensive investigative file completeness reviews, quality assurance for investigative summary reports, file preparation, and investigative support. Additionally, the consultant will deliver timely written monthly and quarterly reports analyzing issues found in the reports, identifying trends, and assessing the review timelines. This analysis will support internal affairs’ efforts to ensure compliance with applicable agreements. The contract is intended for a two-year period, and all questions concerning the RFP must be submitted by April 17, 2026.
