A California-based agency is seeking a vendor to deliver intensive, multi-disciplinary marketing, recruitment, and partner engagement services aimed at supporting the protection of critical infrastructure and key resources (CI/KR) across government and private sector partners. The goal is to enhance regional CI/KR protection, bolster threat information sharing, improve public safety, reduce risk, and ensure the protection of privacy, civil rights, and civil liberties.
The selected contractor will be responsible for identifying and developing a range of marketing, recruitment, and engagement materials. The scope includes coordinating with representatives from federal, state, local, and tribal law enforcement agencies, as well as CI/KR organizations and associations. The vendor may be required to facilitate training presentations—virtually or in-person—coordinate logistics for such events, and maintain regular communication with agency leadership regarding the progress of marketing and engagement efforts.
Additional tasks include evaluating and preparing written reports on all aspects of the agency's marketing and engagement operations, making recommendations for improvements as needed. The contractor will participate in meetings with national, statewide, and regional organizations responsible for fusion center activities and will be expected to develop an annual strategy plan based on best practices and ongoing evaluations of recruitment and partner engagement practices.
