The Town of New Hampshire seeks a vendor to provide an integrated municipal financial software system. The system must generate year-end financial reports compliant with relevant agencies and facilitate the production of standard on-demand, monthly, and annual managerial reports. Compatibility with Microsoft Excel is required, enabling the uploading and downloading of data without reliance on delimited or fixed width formatting. Additionally, the capability to produce .csv files for uploading 1099s and W2s to the IRS and SSA is necessary.
The software solution should address multiple municipal finance functions, including: General Ledger, Bank Reconciliation, Budgeting, Project Accounting (covering capital and grant-funded projects), Purchase Orders (about 75 annually), Accounts Payable (4,000 payments per year, 8,000 active accounts), Payroll for up to 225 employees (covering full-time, part-time, seasonal, and elected officials), Accounts Receivable, and Cash Receipting. It is essential that the system be fully vendor-hosted and managed, requiring no on-premises application or database servers for normal operations.
The solution must be designed with high availability, business continuity, cybersecurity resilience, and secure remote operations in mind. Vendors should detail the proposed cloud hosting environment (such as AWS, Microsoft Azure, Google Cloud Platform, or equivalent), including information on geographic regions and data residency. Incident response procedures for outages, service degradation, and cybersecurity incidents must be provided. The vendor should also outline backup strategies, including frequency, retention schedules, geographic separation, and encryption. The initial contract period will be for one year.
