DESCRIPTION


The state of Oregon is seeking a qualified vendor to develop and execute a comprehensive integrated marketing campaign aimed at promoting tourism. The selected vendor will manage the entire campaign process, including research, concept development, campaign strategy, creative production, as well as media planning and buying. Services will span multiple platforms, such as digital, social media, print, broadcast, and out-of-home advertising.

Key responsibilities include aligning the campaign with the tourism brand and strategic goals of fostering a thriving economy. The vendor will be expected to deliver creative recommendations and campaign strategies for review and approval, present campaign concepts with defined themes and messaging, and produce draft creative assets to demonstrate their application across various channels. Final asset production should encompass all relevant formats, ensuring wide-reaching, cohesive communications.

Additionally, the campaign will require an integrated media plan covering channels such as social media, Search Engine Marketing (SEM), Over-The-Top (OTT) and Connected TV (CTV), print, radio, podcasts, television, and out-of-home advertising. Media buy plans are to be shared in advance to facilitate coordination with existing tourism placements. Questions regarding the opportunity must be submitted by December 23, 2025.
