The Army is seeking a vendor to provide an integrated financial management tool capable of consolidating data from various existing Army financial systems. This tool should offer comprehensive visibility and workflow capabilities throughout the entire financial lifecycle, from program objective memorandum to budget and execution phases.
The proposed solution must facilitate data organization and analysis, elevating information to a more visible and actionable level. It should enable workflow management across programming, budgeting, and execution, replacing current manual processes and improving overall efficiency. The tool must also offer capabilities to track fund movement and execution at the subcommand level, and be able to integrate with, extract data from, and write to existing and future Army financial systems as needed.
Key features required include decision codification for documenting and tracing financial decisions, mobile accessibility for leadership approval and review, and automated alerts for critical financial events or thresholds. Additionally, the tool should support the ability to add or modify modules without disrupting core functionality.
