The client seeks a vendor to provide an integrated Computer Aided Dispatch (CAD) and Mobile Data System (MDS) with GIS-based mapping capabilities and interoperable interfaces to various public safety systems. The solution must comprise an interoperable CAD with integrated GIS mapping that supports full interoperability with the ESRI (ArcGIS) environment. It should include a mobile data system tightly integrated with CAD, supporting agency-managed GIS data, location validation, and automatic vehicle location (AVL).
The system must provide interfaces to law enforcement records management systems (LERMS) and fire records management systems (FRMS) used by stakeholder agencies. Hosted or cloud-based solutions are required to detail their logical architecture, the locations of data centers, methods for high availability and disaster recovery (HA/DR), and any necessary network routing. All required hardware, software, and professional services should be identified, and the solution should operate with Microsoft SQL Server databases. Deployment should support both internet and WAN connectivity.
