DESCRIPTION


The county government located in Waukegan, Illinois, is seeking proposals from qualified vendors to provide comprehensive insurance broker services. The selected broker of record will act as a strategic advisor, offering the full suite of services necessary to advise, market, negotiate, place, and service the county's insurance program. This includes developing and maintaining an annual service plan and renewal calendar that outlines key milestones, data requests, underwriting submissions, market approaches, presentations, policy reviews, and post-bind activity.

The broker will also provide guidance on program structure, deductibles or retentions, market conditions, emerging exposures, coverage alternatives, and risk-financing options. They will be responsible for supporting the county’s insurance certificate, bond, and endorsement needs, especially for high-volume or time-sensitive operational requests. Additional responsibilities include delivering claims trend analysis, identifying loss drivers, and recommending ways to minimize claims and improve risk control. The broker will advise on contractual risk transfer, indemnification, and other risk management issues as needed, and will assist in significant claim reviews, carrier escalation, and resolving coverage-related disputes. Collaboration with carriers, third-party administrators, defense counsel, and county representatives is required for material claims or coverage matters. The contract duration will be one year.
