Contract opportunity to deliver instructor monitoring services, including reporting and class evaluations, for a law enforcement council in Richmond, Kentucky.

Submit cost proposal separately from technical proposal

Offeror must have an Associate's Degree or above
Submit a copy of the Associate's Degree or above with the proposal
Demonstrate previous experience in law enforcement, enforcement training, and educational instruction
Ability to complete assignments within 30 days
Include current curriculum vitae for all individuals providing services
Submit proposals in three parts: Technical Proposal, Cost Proposal, and Proprietary Information
Each proposal part must be a single document attachment
Label all files accordingly
Ensure attachments do not exceed 65,000 KB
Proposals must be submitted online in an 'Accepted' status
Do not include pricing information in the technical proposal
All submitted proposals must remain valid for a minimum of six months after the due date
Submit a transmittal letter on offeror's letterhead, signed by an authorized agent
Certify that the proposal price was arrived at independently without collusion or conflict of interest
Affirm proper authorization to conduct business in Kentucky and maintain good standing
Provide contact name, address, phone number, and email for day-to-day operations
Include subcontractor information if applicable
Provide foreign entity's organization number or certificate of authority if applicable
Complete and sign the solicitation and any addenda
Submit signed and notarized required affidavits for bidders or offerors
Comply with all applicable federal, state, and local laws, regulations, executive orders, and attorney general opinions
Report violations of applicable laws or policies to the Commonwealth within one business day of discovery
Comply with state and federal confidentiality laws, including HIPAA and FERPA
Cooperate with the Commonwealth in breach response, mitigation, investigation, and notification
Notify the Commonwealth of a security breach within 72 hours
Undertake a prompt and reasonable investigation of any breach
Agree to apportionment of costs for notification, investigation, and mitigation of security breaches
Implement, maintain, and update security and breach investigation procedures
Do not distribute, divulge, publish, or release Commonwealth data without prior written approval
Ensure access to Commonwealth data by personnel is limited to essential purposes
Do not utilize Commonwealth data for contractor's benefit or sell/resell it
Transmit and receive data via secure methods and protocols
Return or destroy Commonwealth data upon contract expiration as directed
Furnish a Certificate of Insurance prior to award and upon request
Provide immediate notice of nonrenewal or cancellation of insurance coverage
Ensure Certificates of Insurance are signed by an authorized representative, comply with Kentucky laws, and are placed with a licensed agent
Ensure insurer has an AM Best rating of B+ or higher
List Department of Criminal Justice Training as the certificate holder
Include specific language for additional insured endorsement on the Certificate of Insurance
Maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate
Maintain Automobile Liability Insurance with a minimum coverage limit of $1,000,000 per occurrence if applicable
Maintain Professional Liability Insurance with a minimum limit of $1,000,000 per claim if applicable
Certify no attempt to influence specifications or purchasing decisions restrictively
Certify legal entitlement to contract and no violation of conflict of interest laws
Certify compliance with campaign finance laws regarding contributions
Allow access to books, documents, papers, records, or other evidence for financial audit or program review
Comply with KRS chapters related to taxes, wages, occupational safety, unemployment, and workers' compensation
Certify non-engagement in boycotts of persons or entities based on jurisdiction (if applicable)
Certify non-engagement in energy company boycotts (if applicable)
Certify no violation of lobbying restrictions contained in KRS 11A.236
Certify no procurement of contracts while employing a convicted executive agency lobbyist
Adhere to CIO-126 Artificial Intelligence Policy, including written disclosure of AI use
Disclose all parts of contracted work performed with AI assistance
Ensure Generative AI is not used for illegal activities or in violation of state/COT/agency policy
Do not use Commonwealth confidential or internal data in generative AI queries or for training proprietary AI programs without explicit approval
Provide written notice of any noncompliance issues with AI requirements
