DESCRIPTION


The Defense Logistics Agency, on behalf of the United States Navy, invites information from industry regarding innovative and cost-effective solutions for the management of Defense Fuel Support Points (DFSPs). The initiative focuses on enhancing bulk fuels infrastructure to improve operational readiness and on leveraging underutilized land, resources, and assets for greater efficiency.

This Request for Information seeks creative approaches that strengthen government-owned fuel facilities while reducing long-term sustainment, maintenance, and modernization expenses. The Navy is interested in establishing partnerships with private sector entities capable of improving the condition and operational value of DFSPs through impactful use of underutilized land and infrastructure assets. The input collected will assess the feasibility and benefits of potential agreements related to land, infrastructure, fuel facilities, piers, and other resources.

All Navy CONUS locations are under consideration. Relevant NAICS sectors include petroleum distribution, storage, logistics, facility support, marine cargo handling, and real estate property management. This RFI is intended for industry input only and does not commit the government to any future procurement.
