The Defense Logistics Agency, acting on behalf of the United States Navy, is requesting information from industry regarding the provision of innovative, cost-effective solutions for managing Defense Fuel Support Points (DFSPs). This initiative seeks to enhance bulk fuels infrastructure, improve operational readiness, and leverage underutilized land, resources, infrastructure assets, and access at Navy facilities. The intent is to explore creative strategies that reduce long-term sustainment, maintenance, and modernization costs for DFSPs.

Interested parties are invited to present approaches to enhancing the material condition of Navy fuel facilities through productive partnerships leveraging underutilized assets. This could include new uses for available land, infrastructure, petroleum fuel facilities, piers, and other resources. The government aims to identify options that reduce lifecycle costs while maximizing the operational value of these locations.

The area of consideration includes all Navy CONUS (continental United States) locations. Relevant expertise may include fields such as petroleum distribution, logistics and warehousing, port operations, airport operations, process and physical distribution consulting, and facilities support services, as reflected in the listed NAICS codes.
