The Defense Logistics Agency, on behalf of the United States Navy, is seeking industry input regarding innovative and cost-effective solutions for Defense Fuel Support Point (DFSP) management and bulk fuels infrastructure enhancement. This request focuses on improving operational readiness and leveraging underutilized land, resources, infrastructure assets, and access at various Navy locations across the continental United States.
This Request for Information (RFI) is issued under Section 2667 of Title 10, United States Code, which authorizes the government to lease or otherwise utilize department-owned non-excess property through partnerships with private-sector entities. The initiative seeks creative approaches to enhance government fuel facilities, reduce long-term sustainment, maintenance, and modernization costs, and identify opportunities for productive use of underutilized assets.
The information provided will help assess the potential benefits and feasibility of entering into agreements for innovative DFSP facility improvements, petroleum fuel facilities utilization, and the repurposing of infrastructure such as piers and land. Participation in this RFI is voluntary and at no cost to respondents, with no obligation or guarantee of future contracting opportunities.
Targeted NAICS codes include, but are not limited to, natural gas distribution, petroleum bulk stations and terminals, wholesale trade agents, port and harbor operations, pipeline transportation, airport and marine cargo handling, warehousing, real estate leasing, logistics consulting, and facilities support services.
