DESCRIPTION


The Defense Logistics Agency, on behalf of the United States Navy, is seeking input from industry regarding interest and capabilities in providing innovative and cost-effective solutions for managing Defense Fuel Support Points (DFSPs), enhancing bulk fuels infrastructure, and leveraging underutilized land, resources, and infrastructure assets. The initiative aims to explore options for creative partnerships with private-sector entities that can bolster the operational readiness and material condition of DFSPs while reducing long-term sustainment, maintenance, and modernization costs.

This Request for Information (RFI) is intended to assess the feasibility and potential advantages of entering agreements for the productive use of underutilized Navy land, infrastructure, petroleum fuel facilities, piers, and related resources at various sites. The scope includes identifying strategies to maximize the lifecycle value and operational utility of existing DFSPs, while considering innovative management and infrastructure solutions. Responses are sought from entities with expertise in relevant sectors including fuel facility management, logistics, property leasing, and infrastructure development.

The Navy is open to proposals for all CONUS (continental United States) locations, with the primary objective of improving fuel facility performance through collaborative arrangements and innovative business models.
