The Defense Logistics Agency, representing the United States Navy, is seeking information from the industry concerning innovative and cost-effective solutions for the management of Defense Fuel Support Points (DFSPs). The focus is on enhancing bulk fuels infrastructure to improve operational readiness and identifying creative uses of underutilized land, resources, and infrastructure assets. This initiative aims to develop partnerships with private sector entities that can improve the material condition and efficiency of DFSPs, ultimately reducing long-term sustainment, maintenance, and modernization costs for the Navy.
All Navy locations within the continental United States are under consideration. The scope includes the potential leasing or utilization of non-excess real or personal property associated with DFSPs, such as land, piers, petroleum fuel facilities, infrastructure, and access. The government is gathering information solely for planning purposes and does not seek formal proposals or commit to any future contracts at this time.
A wide range of industry sectors are eligible, including natural gas and petroleum distribution, warehousing and storage, logistics consulting, facilities support, and port operations. The input collected will inform future strategies to maximize the value and productivity of Navy fuel facilities and resources.
