The Defense Logistics Agency, on behalf of the United States Navy, is seeking information from industry regarding innovative and cost-effective solutions for the management of Defense Fuel Support Points (DFSPs), enhancement of bulk fuels infrastructure, and utilization of underused land and resources. The initiative aims to improve operational readiness and leverage underutilized assets and infrastructure.
This Request for Information (RFI) is issued to gather input and identify creative approaches that could strengthen government fuel facilities while reducing long-term sustainment, maintenance, and modernization expenses. The Navy wishes to explore partnership opportunities with private-sector entities to enhance the material condition of DFSPs by enabling productive use of underutilized land, infrastructure assets, and other resources. The information received will assist in evaluating the feasibility and benefits of potential agreements related to DFSP facilities, land, petroleum fuel sites, piers, and other associated assets.
Consideration will be given to all Navy installations within the continental United States (CONUS). Relevant industries include natural gas and petroleum distribution, port and harbor operations, pipeline transportation, marine cargo handling, warehousing, real estate leasing, logistics consulting, and facilities support services.
