The Defense Logistics Agency, on behalf of the United States Navy, is requesting information from industry partners regarding innovative and cost-effective solutions for the management of Defense Fuel Support Points (DFSPs), infrastructure enhancement, and leveraging underutilized land and resources. This initiative is intended to improve operational readiness by enhancing bulk fuels infrastructure while uncovering opportunities for the productive use of underutilized assets, resources, and access at Navy installations.
The Navy is seeking creative approaches that will reduce long-term sustainment, maintenance, and modernization costs for government fuel facilities. Potential partnerships with private-sector entities are encouraged to help improve the material condition of DFSPs by finding ways to effectively utilize underused land, infrastructure, and resources, ultimately aiming to lower lifecycle costs for the Navy. The information gathered will help assess the feasibility and benefits of entering into agreements to manage and optimize DFSPs at various Navy CONUS (Continental United States) locations.
This is a Request for Information (RFI) intended solely for planning and informational purposes; it does not constitute an RFP or an offer by the Government to contract at this stage. Multiple NAICS codes are relevant, including those related to petroleum distribution, logistics consulting, port operations, warehousing, and real estate.
