The Defense Logistics Agency, on behalf of the United States Navy, is seeking industry input regarding innovative and cost-effective solutions for managing Defense Fuel Support Points (DFSPs). This initiative centers on enhancing bulk fuels infrastructure to improve operational readiness and leveraging underutilized land, resources, and infrastructure assets. The information provided will help assess the feasibility and benefits of entering into agreements to utilize these assets, including petroleum fuel facilities and piers, as well as to implement innovative DFSP solutions at Navy sites within the continental United States.
The Navy is particularly interested in approaches that enhance the material condition of DFSPs, enable the productive use of underutilized land and resources, and reduce lifecycle sustainment, maintenance, and modernization costs. Companies are encouraged to share concepts for partnerships that address long-term cost reduction and improved asset utilization. This Request for Information is issued for planning purposes and does not constitute a solicitation or commitment to contract.
The Navy will consider all CONUS locations for potential opportunities and is particularly interested in organizations with experience relevant to natural gas distribution, petroleum product wholesale, port and harbor operations, pipeline transportation, marine cargo handling, logistics consulting, facilities support services, and related fields.
