DESCRIPTION


The Defense Logistics Agency, representing the United States Navy, seeks input from industry on providing innovative, cost-effective solutions for managing Defense Fuel Support Points (DFSPs). The objective is to explore strategies for enhancing bulk fuels infrastructure to improve operational readiness and leverage underutilized land, resources, infrastructure assets, and access at DFSP sites across all Navy CONUS locations.

This Request for Information (RFI) is issued to assess the feasibility and benefits of collaborative agreements that utilize government-owned non-excess property. The Navy aims to identify opportunities for public-private partnerships that can improve the material condition of fuel facilities, reduce lifecycle costs, and enable productive use of assets such as petroleum fuel facilities, piers, and related infrastructure.

Creative and innovative approaches are sought that will support long-term sustainment, maintenance, and modernization of DFSPs, while also enhancing operational efficiency.
