The Defense Logistics Agency, on behalf of the United States Navy, is seeking information from industry regarding innovative and cost-effective solutions for managing Defense Fuel Support Points (DFSPs). The focus is on enhancing bulk fuels infrastructure to improve operational readiness and leveraging underutilized land, resources, and access to assets. The Navy is interested in creative approaches that can improve the material condition of DFSPs and reduce long-term sustainment, maintenance, and modernization costs.
This initiative aims to identify opportunities for private-sector partnerships that will leverage government-owned, non-excess real or personal property through lease agreements or similar arrangements. The information collected will help the government assess the feasibility and benefits of agreements for productive use of underutilized land, infrastructure, petroleum fuel facilities, piers, and implementation of novel DFSP management solutions at various sites across all Navy CONUS (continental United States) locations.
The government seeks input from organizations experienced in areas such as natural gas distribution, petroleum bulk stations and terminals, warehousing, logistics consulting, facility support services, and related fields, as indicated by the relevant NAICS codes. Respondents will help shape potential future solicitations aiming to reduce the lifecycle costs of DFSPs for the Navy.
