The Defense Logistics Agency, representing the United States Navy, is seeking industry input regarding innovative and cost-effective approaches to Defense Fuel Support Point (DFSP) management, infrastructure enhancement, and utilization of underutilized land and resources. This Request for Information (RFI) aims to assess potential interests and concepts from private-sector entities for enhancing bulk fuels infrastructure, improving operational readiness, and leveraging government assets through lease or partnership agreements.
Respondents are encouraged to propose creative solutions that support the material improvement of DFSPs, reduce long-term sustainment, maintenance and modernization costs, and enable productive use of underutilized land, petroleum fuel facilities, piers, and related assets. The feedback from this RFI will help the Navy evaluate strategies for partnering with industry to achieve lifecycle cost reductions and improved infrastructure performance across all Navy CONUS (continental United States) locations.
The Navy is interested in a broad range of services related to logistics, fuel distribution, real estate management, facilities support, and port operations, and seeks ideas that utilize or enhance existing government infrastructure. This is a planning and information-gathering effort only and does not obligate the government to issue a solicitation or make an award.
