The Defense Logistics Agency, representing the United States Navy, is soliciting information from industry regarding interest and capabilities in providing innovative, cost-effective solutions for managing Defense Fuel Support Points (DFSPs), enhancing bulk fuel infrastructure, and effectively utilizing underutilized land, resources, and infrastructure assets. This effort seeks to improve operational readiness and reduce lifecycle costs related to Navy fuel facilities.
The Navy welcomes creative approaches that can enhance DFSP material conditions through productive partnerships with private-sector entities. The objective is to leverage underutilized land and assets to modernize and sustain fuel operations while decreasing long-term maintenance and support costs. All Navy CONUS (continental United States) locations are under consideration for these potential partnerships and enhancements.

Responses will be used to assess the feasibility of entering into agreements for the utilization of land and infrastructure associated with naval petroleum fuel facilities, piers, and related assets.
