DESCRIPTION


The Defense Logistics Agency, on behalf of the United States Navy, is seeking industry input regarding innovative, cost-effective solutions for managing Defense Fuel Support Points (DFSPs) and enhancing bulk fuels infrastructure to improve operational readiness. The initiative also focuses on leveraging underutilized land, resources, and infrastructure assets for productive uses that can reduce lifecycle costs and improve the overall condition of DFSPs.

This Request for Information (RFI) is issued under the authority of Section 2667 of Title 10, United States Code, which permits leasing department-owned non-excess real or personal property to private sector entities. The objectives include forming partnerships to enhance government fuel facilities, exploring opportunities for innovative use of assets, and reducing long-term sustainment, maintenance, and modernization costs for DFSPs.

The information collected from this RFI will be used to evaluate the feasibility and benefits of entering into agreements for the utilization of underutilized land, infrastructure, petroleum fuel facilities, piers, and implementing new DFSP solutions across Navy CONUS locations. This RFI does not constitute a solicitation or commitment for future procurement.
