The Defense Logistics Agency, representing the United States Navy, is seeking information from industry about innovative and cost-effective solutions for managing Defense Fuel Support Points (DFSPs), enhancing bulk fuels infrastructure to improve operational readiness, and leveraging underutilized land, resources, and infrastructure assets. This Request for Information (RFI) aims to assess industry interest and capability in providing novel approaches to enhance government fuel facilities while reducing long-term costs associated with sustainment, maintenance, and modernization.
The Navy is particularly interested in creative solutions that involve partnerships with private-sector entities to make productive use of underutilized land and resources, thus lowering lifecycle costs for DFSPs. The initiative invites input on opportunities for improvement at various Navy CONUS locations, covering aspects such as petroleum fuel facilities, piers, and site operations. Information from industry will help guide future agreements and possible solicitations for the management and enhancement of DFSP assets.
This RFI is issued for planning purposes only and does not guarantee future procurement or contracting opportunities. The government will use responses to evaluate the feasibility and benefits of enterprising approaches to DFSP management.
