The Defense Logistics Agency, representing the United States Navy, seeks industry input regarding innovative and cost-effective strategies for managing Defense Fuel Support Points (DFSPs), enhancing bulk fuels infrastructure to bolster operational readiness, and utilizing underutilized land and resources. The initiative aims to identify potential partnerships with private-sector entities to improve the material condition of DFSPs by leveraging land, infrastructure assets, and other resources, ultimately reducing the lifecycle sustainment and modernization costs for the Navy.
This Request for Information (RFI) is issued under the authority to lease non-excess real or personal property and is intended solely for planning and information gathering purposes. It is not a solicitation for proposals, quotations, or offers, nor does it guarantee future contracting opportunities or compensation for participants. The responses collected will assist in assessing the viability and benefits of potential agreements for the productive use of Navy-owned land and petroleum facilities, piers, and innovative DFSP improvements at various domestic Navy locations.
Eligible activities of interest include natural gas distribution, petroleum and fuel logistics, port and harbor operations, pipeline transportation, warehousing, real estate leasing, logistics consulting, and facilities support. All Navy CONUS (Continental United States) locations are included in the area of consideration.
