DESCRIPTION


The Defense Logistics Agency, on behalf of the United States Navy, is seeking industry input regarding innovative and cost-effective solutions for managing Defense Fuel Support Points (DFSPs), enhancing bulk fuels infrastructure, and leveraging underutilized land, resources, and infrastructure assets. The goal is to improve operational readiness and reduce lifecycle costs through creative approaches and partnerships with private-sector entities.

This Request for Information (RFI) is aimed at collecting feedback on the feasibility and potential benefits of agreements for productive use of underutilized government-owned property, including petroleum fuel facilities, piers, and other infrastructure. The Navy welcomes novel concepts to enhance DFSP material conditions and to reduce long-term sustainment, maintenance, and modernization costs. Responses to this RFI will inform potential future solicitations but do not constitute a commitment by the Government to contract any supply or service.

All Navy CONUS (Continental United States) locations are under consideration for these potential projects. The government is seeking potential partnerships that could utilize various types of expertise across logistics, facilities management, infrastructure enhancement, and land/resource optimization.
