The Defense Logistics Agency, representing the United States Navy, is seeking information from industry regarding innovative, cost-effective solutions for managing Defense Fuel Support Points (DFSPs) and enhancing bulk fuels infrastructure. The Navy is interested in approaches that will improve operational readiness and leverage underutilized land, resources, and infrastructure assets. This initiative is issued as a Request for Information (RFI) for planning and market research purposes only and does not commit the government to any procurement action at this time.
The RFI seeks creative concepts that can increase the effectiveness of government fuel facilities while reducing long-term costs associated with the sustainment, maintenance, and modernization of DFSPs. Private-sector partnerships are encouraged to propose ideas that enable productive usage of underutilized land and infrastructure, aiming to reduce overall lifecycle costs for Navy fuel support operations. The scope of consideration includes all U.S. Navy CONUS locations, and relevant NAICS codes include petroleum storage and distribution, logistics consulting, marine cargo handling, port and harbor operations, and facilities support.
Information gathered through this process will inform potential future actions related to the use of underutilized government properties and assets associated with petroleum fuel infrastructure.
