The Defense Logistics Agency, representing the United States Navy, is requesting information from industry stakeholders about innovative and cost-effective solutions for managing Defense Fuel Support Points (DFSPs). The agency seeks approaches to enhance bulk fuels infrastructure, improve operational readiness, and utilize underutilized land, resources, and infrastructure assets.
This Request for Information (RFI) is issued under the government's authority to lease non-excess property and is intended solely for planning and information-gathering purposes; it is not a solicitation for proposals or quotations. The government wishes to explore new partnership opportunities with the private sector that can improve DFSP facilities, reduce sustainment, maintenance, and modernization costs, and make productive use of underutilized assets. All Navy locations within the continental United States are under consideration for these enhancements.
Relevant NAICS codes include petroleum and gas distribution, warehousing, logistics consulting, real estate leasing, port and harbor operations, and facilities support services, among others. Information collected will help assess potential agreements for improved use of land, infrastructure, and operational capacities at DFSP sites.
