The Defense Logistics Agency, on behalf of the United States Navy, seeks information from industry regarding their interest in providing innovative and cost-effective solutions for managing Defense Fuel Support Points (DFSPs), enhancing bulk fuels infrastructure, and leveraging underutilized land, resources, and infrastructure assets. The goal is to improve operational readiness and maximize the utility of government-owned fuel facilities while reducing long-term sustainment, maintenance, and modernization costs.
This Request for Information (RFI) is intended for planning purposes, gathering input to assess the feasibility and potential of public-private partnerships for the productive use of underutilized DFSP assets. The Navy invites creative approaches to enhance material conditions at DFSPs by enabling their resources to be used productively, ultimately lowering lifecycle costs for naval operations. Potential areas of service include natural gas and petroleum logistics, warehousing, port and marine handling, pipeline transportation, facility support, and logistics consulting.
Responses to this RFI will inform decision-making for future agreements or solicitations, with all Navy CONUS (continental United States) locations under consideration. No proposals are being requested at this time, and participation in the RFI is not a prerequisite for future solicitations.
