The County is seeking proposals from qualified vendors for an inmate phone communications system to serve a correctional facility with an average population of 160. Vendors are required to consider potential COVID-19 implications during both the bidding process and installation, outlining contingency and management plans. Proposals must include a minimum of three professional references with contact information and demonstrate prior experience implementing correctional communications systems.
Contractors must provide and install the most up-to-date version of the software, ensuring the facility remains no more than two versions behind current releases. Detailed specifications for power, internet, wireless requirements, and secure installation methods (such as protected conduit and cabling inaccessible to inmates) must be provided. Vendors should also submit layout requirements for kiosks, tablet charging stations, routers, boosters, and related equipment.
All installation activities and provision of hardware will be performed at no additional charge to the county. The inmate communication system must be web-based, searchable, and include a reliable, described backup system. The contract term will be five years.
