The State of Texas is seeking a qualified vendor to provide a comprehensive inmate communications solution for correctional facilities. The system must incorporate a range of functions including secure PIN management, pre-approved contact lists, call blocking features, restrictions on third-party calls, and detailed call tracking. The solution should include robust call recording and storage capabilities, with special protections such as a do-not-record list for privileged attorney-client or other designated calls.
Additional requirements include transcription services, keyword search functionalities by inmate PINs, as well as time and date parameters. Voice biometrics for enhanced security, options to limit call length or frequency, and the ability to promptly provide call recordings or identifying information in response to court orders are also necessary features. This contract will span a three-year term and is suitable for vendors with experience in secure communication technologies for correctional environments.
