DESCRIPTION


The agency seeks a vendor to provide a comprehensive Inmate Communications and Technology System (ICS) encompassing several integrated technologies and services. The scope includes an Inmate Telephone System (ITS), Video Visitation System (VVS), Digital Postal Mail System, Postal Legal Mail System, Electronic Messaging System (EMS), Inmate Tablet Program, and Artificial Intelligence (AI) Platform.

The proposed solution must be a unified, cohesive enterprise platform that offers a single dashboard for all inmate communication and tablet services, including voice, video, text, email, postal mail, and legal mail. This integration is critical to ensure safety, security, intelligence gathering, and operational efficiency for the agency.

Additionally, the unified platform will facilitate seamless agency management, data collection, actionable intelligence, and operational efficiencies that are not possible with segmented or non-integrated third-party platforms. The selected contractor or its directly owned entities or subsidiaries must own, control, operate, and maintain the platform exclusively.
