The government authority in Kansas City, Kansas is seeking a vendor to provide inmate commissary services for its adult inmate population. The selected provider will be responsible for managing the commissary, including supervision and control of inmate labor, inventory of commissary supplies, and maintaining internal security of products and equipment available to inmates. Services should follow strict safety, sanitary, and secure management protocols.
The contract requires monthly commission payments, clear procedures for billing, transfer of funds, reconciliation and accounting, as well as weekly billing and inventory reporting. Additionally, the vendor must supply at no cost to the jail multiple methods for family members and friends to deposit money into inmate accounts: a secure website, 24-hour call center, lobby kiosk with a transaction fee cap, and an officer report room kiosk for direct deposits. The initial contract period will be three years. Interested vendors must submit any questions by June 3, 2026, and attend a mandatory pre-bid meeting on May 28, 2026.
