The government authority in Abingdon, Virginia is seeking a vendor to provide comprehensive inmate commissary services for individuals housed within regional jail facilities. The selected contractor will deliver, install, and maintain a turn-key correctional commissary service. This includes responsibilities such as the wholesale procurement of goods approved by the agency for sale through the contractor’s commissary system, managing inventory, and providing both administrative and indigent kits.
Additional service requirements include the provision of debit release cards, robust banking and accounting software, lobby kiosks, and intake kiosks. The contractor must offer multiple means for fund deposits, such as through internet deposits and a toll-free phone number, with a preference for offering both. Other required solutions and equipment include POS carts, online ordering capabilities, and an inmate cash release machine.
An optional pre-proposal conference is scheduled for April 15, 2026, and all questions related to this RFP must be submitted no later than April 21, 2026.
