DESCRIPTION


The government authority in Meadowview, Virginia seeks a vendor to provide comprehensive inmate commissary services for its incarcerated population. The selected vendor will be responsible for the provision, installation, and maintenance of a turn-key correctional commissary service, including the supply of commissary personnel, software, licensing, and all necessary materials. Efficient, effective, and accountable operational procedures must be established to ensure smooth commissary operations.

The service must enable funds to be deposited via internet or toll-free phone number, preferably both, and provide online ordering options for friends and family. The commissary should offer a wide selection of quality products, including a stand-alone cart with hot and cold food and drink options not typically found on the standard menu, complete with a commercial microwave for heating. Additionally, a cash release machine is desired in the facility lobby for inmate fund distribution upon release.

An optional pre-proposal conference will be held on March 11, 2026, and questions from vendors are due by March 16, 2026.
