Texas is seeking a qualified vendor to provide a comprehensive inmate commissary and banking software solution. The selected vendor will deliver a computerized accounting system, fully compatible with the existing Inmate Trust System, to manage inmate personal funds. Core requirements include bagged commissary product ordering with weekly delivery, trust fund deposit and banking services, and a debit release card program for disbursement of inmate funds upon release.
The system must be GAAP-compliant and cloud-based, offering web accessibility and integration with inmate phones and tablets. Extensive reporting capabilities are required, with over 150 customizable reports, audit trails, and reconciliation tools. Additional features should include medical and dental billing, phone call and timecard management, and support for deposit transactions via online portal, mobile app, call center, and on-site kiosk. The vendor will provide all necessary equipment, hardware, and software, as well as training, technical support, and ongoing maintenance to ensure a seamless implementation.
