Coordinate submission of Work Plans for Major Investments
Assist with developing, preparing, and submitting USSOCOM Budget Estimate Submission (BES), President's Budget (PB), and Program Objective Memorandum (POM)
Serve as Government customer's point of contact for budget related issues and support budget execution
Design and maintain portal dashboards for contract administration and performance monitoring
Assist in developing and analyzing organizational plans and metrics
Analyze federal, DoD, and higher-level plans and strategies for implications to USSOCOM
Analyze industry strategic and organizational planning best practices
Prepare briefs and documents to support organizational efforts

Document and maintain Standard Process and Procedures Manual, Acquisition and Management procedures
Identify contract holder and supplier relationships and maintain lists
Coordinate delivery and installation of new products and services
Prepare various contractual documents for approval by the Government Contracting Officer
Contractor personnel must require a TOP SECRET clearance for on-site project work
Contractors supporting Base Contract require access to Communications Security (COMSEC) material
Contractors supporting Task Orders may require access to Sensitive Compartmented Information (SCI), Non-SCI Intelligence Information, ACCM, FGI, NATO, RD, CNWDI, FRD, and SAP information
Access to SAP information requires security clearance less than 5 years old and additional personnel security screening
Contractor may require access to NIPRNet, SIPRNet, JWICS, JIANT, BICES, CENTRIX, Cloud Computing Services (CCS), and SAP computer systems at Government facilities
Contractor will reference DISA Department of Defense Cloud Computing Security Requirements Guide for CCS
Contractor will require access to Commercial Solutions for Classified (CSfC) devices
Contractors requiring CSfC devices will submit USSOCOM IMT 33 and AOI Memo
Contractor must ensure safeguarding measures and privacy for CSfC devices
Contractor shall ensure requirements for safeguarding classified information and materials, obtaining/verifying personnel security clearances, controlling access, protecting government property, and security of automated/non-automated management information systems are fulfilled
Contractor must prevent unauthorized disclosure of classified/sensitive unclassified information and provide immediate notification of security incidents
Provide immediate notification of departing employees occupying SCI billets and Monthly Contractor Status Report
Provide security management support including classified document control, inventories, program access requests, personnel indoctrination/debriefing, and security databases
Contractor may be required to conduct security related functions (e.g., opening/closing security containers, end-of-day checks, arming/de-arming USSOCOM/U.S. Government Buildings, Secure Rooms, or SCIFs)
Prime contractor, if a small business, is required to perform 51% of this effort
Personnel requiring administrative access to USSOCOM networks must have DoD 8570/8140 certifications
Personnel supporting the acquisition process must complete and maintain DAIWA certifications
Submit resumes for all new and replacement candidates for Key Personnel
Travel requires prior Government approval and reimbursement per JTR
Contractor must agree to Organizational Conflict of Interest (OCI) requirements, precluding eligibility for Prime contracts where ITMO is the customer or plays a role
