St. Johns, Michigan seeks a provider for managed IT services including support, network monitoring, server administration, and security for a two-year contract.

Vendor or its principals, spouses of principals, or any other stakeholders employed by The City of St. Johns are not eligible to submit proposals.
Vendor must be insured to City requirements.
Vendor must be an experienced and qualified managed services provider.
Vendor must be certified in networking, security, and systems administration.
All personnel must have passed a background check and be on file with LEIN Services of Michigan State Police.
Vendor must provide a turnkey solution for all services or clearly identify which services are being proposed.
Vendor must hold pricing for a minimum of 90 days after the proposal due date.
Vendor must provide end-user and backend application support.
Vendor must enter into a Service Level Agreement (SLA).
Vendor support technicians must possess relevant knowledge, certifications, manuals, and troubleshooting guides.
Vendor must provide a monthly status report on services provided.
Vendor must provide a managed service solution for IT infrastructure monitoring, ensuring visibility into all operations.
Vendor must monitor the entire network fabric (wired and wireless) and traffic at every level.
Vendor monitoring must be available 24x7x365, with personnel responding to critical alerts.
Vendor must remotely manage all equipment.
Vendor must provide certified engineers for network design, implementation, and maintenance.
Vendor must manage the network for security concerns, growth, and changing infrastructure requirements.
Vendor must provide Network Administrator, Network Architect, and Chief Information Officer professional services.
Vendor must administer City's Microsoft servers (on-premise and potentially cloud-hosted).
Vendor must administer SQL Server databases.
Vendor must provide certified Windows Server administration, including performance troubleshooting and optimization.
Vendor must provide certified Microsoft SQL Server database administration.
Vendor must monitor servers for storage levels with warning alerts.
Vendor must provide Microsoft Server Administrator, Storage Administrator, Microsoft SQL Administrator, and Microsoft Office 365 Administrator professional services.
Vendor must provide backup-as-a-service for servers to both onsite and offsite storage locations.
Backups must be incremental daily following an original full backup, kept for 6 months, and comply with the City's retention schedule.
Vendor must perform remediation of daily unsuccessful backups.
Vendor must perform test restoration of backups on a quarterly basis.
Vendor must provide Backup/Restore Administrator and Backup Architect professional services.
Vendor must provide desktop services including imaging, support, patching, software packaging/deployment, antivirus, and troubleshooting.
Vendor must support the City's workstation rotation model and work with the City to determine workstation make and models.
Vendor must provide physical deployment and setup of workstations/laptops and support for local printers/scanners.
Vendor must provide Desktop technician professional services.
Vendor must perform ongoing Information Security assessments and provide recommendations for improvement and remediation.
Vendor must perform Network and Application Security testing and monitoring.
Vendor must provide Incidence Response for threats and issues.
Vendor must perform Security Policy reviews (Access Management, Password Management, Remote Access/MFA, Active Directory Management, Personnel Training/Guidance, Internet Content Filtering, Software Deployment Standards).
Vendor must perform Intrusion Testing and Systems Hardening, including reviewing and recommending system hardening procedures.
Vendor must perform annual policy and procedure compliance testing for Criminal Justice Information Services (CJIS).
Vendor must perform annual Penetration/vulnerability testing of internal and external applications, systems, and networks.
Vendor must perform annual Security, penetration, and vulnerability testing for wireless networks.
Vendor must be proficient in desktop support, infrastructure support, and network support.
Vendor must provide on-site or remote engineers/technicians for various IT tasks including migrations, system administration, database administration, and project support.
Proposals must be submitted on 8-1/2" x 11" soft bound sheets.
Three hard copies of the service proposal must be submitted in one package/envelope.
Cost proposals must be submitted in hard copy form, three copies in a sealed envelope, clearly labeled with Vendor's Name.
Proposals must be endorsed with the signature of a responsible official.
Vendor must not subcontract or assign work without prior written approval.
Vendor must demonstrate non-discrimination in hiring practices.
Any contact with City Board members or department heads involved in the project will result in immediate rejection.
Vendor must agree that the proposal is effective for 90 days from the bid opening date.
