DESCRIPTION

A government authority in Buffalo, New York is seeking a vendor to provide independent monitor services to oversee the implementation of student discipline reforms. The independent monitor will be responsible for ensuring compliance with all Assurance of Discontinuance (AOD) requirements, reviewing policies, procedures, and practices related to student discipline, and confirming their alignment with applicable laws and regulations.

Key responsibilities include monitoring and analyzing discipline data—disaggregated by subgroup—to identify trends and disparities, as well as tracking progress in reducing disproportionality. The vendor will submit quarterly and annual public reports detailing findings, areas of non-compliance, and recommended corrective actions. Additional duties involve conducting school visits, engaging various stakeholders such as students, families, staff, and community members, and coordinating with the Ombudsperson and other relevant staff.

The engagement also requires providing technical assistance, including guidance on restorative practices, positive behavioral interventions, and culturally responsive approaches, and recommending strategies for continuous improvement. The contract period will span four years.
