DESCRIPTION


A government authority in Eagle Pass, Texas is seeking a vendor to provide independent economic and financial evaluation services for the assessment of third international bridge development alternatives. The selected firm will be responsible for developing detailed financial models for each alternative, including toll revenue projections, direct and indirect revenue impacts to the city, debt capacity and financing feasibility, operating and capital cost estimates, and timing of revenue realization relative to capital expenditures. Scenario modeling should cover best case, base case, and worst case outcomes.

The scope further includes evaluating public infrastructure, capital improvement, and service requirements for each development option, accounting for project-specific and off-site impacts such as utility extensions and upgrades, as well as traffic, safety, and operational impacts on surrounding road networks. A comprehensive, transparent evaluation should include clear documentation of all data sources, analytical methods, and underlying assumptions, with emphasis on growth assumptions and sensitivity testing under multiple demand scenarios. Risk analysis related to diversion and competition between crossings is also required.
