The selected vendor will deliver professional services to develop inclusionary zoning strategies for the municipality of Stowe, Vermont. Key responsibilities include conducting research and analysis, engaging stakeholders, and drafting regulatory language aimed at increasing affordable housing within market rate developments.
The vendor will assess the administrative efforts necessary to implement and manage the inclusionary zoning program, including staffing and any other relevant operational considerations. An analysis of market and development data will be required to establish appropriate affordability benchmarks, fee structures, and program applicability.
Additionally, the vendor will draft supporting regulatory materials and community engagement documents. Recommendations for inclusionary requirements, including income eligibility thresholds, verification processes, and ongoing compliance monitoring protocols, will be developed as part of the engagement.
