The State of New York is seeking a vendor to provide a modern, statewide Incident Management System. The solution must facilitate the creation, management, and tracking of incidents of varying complexity and support comprehensive incident management throughout the entire lifecycle, including planned events, active response, demobilization, recovery, and after-action phases. The system should be capable of tracking and logging multiple concurrent incidents in real time, aggregating data across jurisdictions, maintaining detailed incident records, and providing awareness of incident status, severity, and operational impacts.
The platform should feature secure, scalable, and authoritative system of record capabilities, with configurable user roles, permissions, and robust audit logging of all user activities. It must allow for role-based access control and support multi-agency, multi-jurisdictional users. Integration via APIs for data exchange and interoperability with existing state and local systems is required. Additionally, the solution should provide a common operating picture across emergency operations centers and integrate with GIS and data visualization platforms. Potential challenges related to system development or customization should also be addressed.
