Immunology Proficiency Testing Samples and Supplies

Seeking suppliers for human-based immunology (serum) proficiency testing samples and unit supplies for use in Wisconsin laboratories.

Samples must be human-based (unless otherwise specified)
Vendors must manufacture products in conformance with current Good Manufacturing Practices (cGMP)
Vendor must be International Standardization Organization (ISO) certified and provide documentation
Samples must be of different levels (normal and abnormal) spanning the analytical range
Vendor must provide a Certificate of Analysis (COA) for every sample with each shipment, including expiration dates, test results, storage requirements, open vial stability, methodology, and cut-off values
COAs must be provided electronically by the scheduled ship date
Samples must test non-reactive for Human Immunodeficiency Virus (HIV), Hepatitis B, Hepatitis C, and Syphilis (except in specified lots)
Samples must be free of microbial contaminants
Samples must be free from fibrin and other particulate matter
Any preservatives used must not cause incompatibility with assays on the market
Vendor must disclose all methods with which the samples offered are known to be incompatible
Vendor must provide Safety Data Sheets (SDS) for all applicable samples
Vendor must be capable of providing samples on a regular basis beginning no later than January 2027
Vendor must supply a representative test sample and/or COA upon request prior to bid acceptance
Vendor must provide an order deadline date prior to each event and applicable catalog or item numbers
Vendor must supply instructions for proper sample handling upon request
Vendor must replace any material found to exhibit performance less than stated on the COA or exhibit unapproved constituents at no cost
Vendor must notify WSLH PT prior to the event ship date of any quality control issues that may delay shipment
WSLH PT and vendor will collaborate annually to establish analyte specifications/targets, with WSLH PT having final approval
Vendor must maintain adequate overage of labeled samples for QC and post-shipment troubleshooting
Samples must be dispensed in leak-resistant, labeled, capped vials
Sample labels must be white, printed with water-resistant black ink, remain adhered, accommodate specified information, and be approved by WSLH PT staff annually
Vendor must bulk ship samples to WSLH PT or contract shipper by overnight delivery carrier
Bid prices for samples must include all shipping costs
Vendor must enclose a printed copy of the packing slip(s) in each shipment
Each box in the shipment must indicate the box number and total number of boxes
Total weight of each sealed shipment box/container must be less than 50 lbs
Vendor must provide adequate protective packaging, with special care for extreme cold and hot conditions
Vendor must assume all costs associated with the replacement of lost, broken, damaged, or leaking samples during shipment
All shipments must conform to appropriate hazardous material handling regulations (IATA, DOT)
Vendor must ship and invoice only for the number of samples ordered
Vendor should provide tracking and proof of delivery of shipments
Samples must arrive at WSLH PT at least 15 working days prior to the event ship date or 3 weeks prior to the WSLH PT ship date
Mixed product shipment boxes/containers must have each specific product segregated and self-contained
Bidder company or its principals must have been in the business of providing Immunology (Serum) Proficiency Testing Samples for the past three years
Bidder must be an original manufacturer, authorized distributor, or dealer authorized by the manufacturer
Bids that require any minimum order quantity or dollar amount may be disqualified
Bidder must be, or must become, a UW Licensee for items bearing University trademarks
Prices for specific items listed on the Itemized Bid List must remain firm for the initial contract term
Percentage discount(s) for non-listed, related items must remain firm during the initial and each succeeding Contract term
All deliveries shall be FOB Destination, with delivery charges and risk of loss borne by the Contractor
Contractor must maintain insurance levels as required in DOA 3054 Standard Terms and Conditions – Section 23.0
Contractor must add 'The Board of Regents of the University of Wisconsin System, its officers, employees and agents' as an 'additional insured'
The Account Representative and/or Contract Administrator must be available to meet as required with the University's Contract Administrator
Any subcontracting requires prior written approval by Purchasing
Contractor should be able to report on a semi-annual basis all items/services purchased
Contractor must honor, at a minimum, the manufacturer's standard warranty on items purchased
Samples must be liquid, human serum based or defibrinated plasma
Samples must have a closed vial refrigerator stability of at least 90 days from the WSLH PT ship date (or other specified minimums per lot)

$1,000,000 – $3,000,000

The bid opens on March 9th, 2026 at 7:00 AM CDT. The bid closes on March 27th, 2026 at 2:00 PM CDT. The public bid opening will be held virtually on March 27th, 2026 at 3:00 PM CT. The initial contract term shall begin on September 1st, 2026, or date of award, and run through August 31st, 2027. Tentative 2027 event ship dates are January 2027, May 2027, and August 2027.
