DESCRIPTION


A government authority in California is seeking information and best practices from potential vendors for the procurement of a Third-Party Administrator (TPA) to provide operational support for the Tiered Rate Structure (TRS) – Wraparound Immediate Needs (WIN) Program. The chosen TPA will be responsible for implementing a financial management system that tracks and reconciles funding flows by individual youth and tiers at the county level, manages the disbursement and tracking of flex funds, and processes payments to behavioral health providers (BHPs) as the non-federal share for agency services, including monthly rates and eligible Medi-Cal specialty behavioral health services.

Additional responsibilities include preparing monthly reports—preferably through self-service online dashboards—detailing placing agency fund balances, reimbursement trends, and payment specifics. The TPA will maintain a statewide online WIN provider directory showcasing provider details, language competencies, geographic reach, and real-time capacity, as well as offer technical assistance, guidance, resources, and tools to support state and county placing agencies in service tracking and funding processes. The contract is intended for a one-year period.
