DESCRIPTION


The Department of Commerce, through the National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS), and the Office of Atmospheric Research (OAR), intends to enter into a sole source negotiation with NV5 Geospatial Solutions, Inc. for the renewal and expansion of Interactive Data Language (IDL) software licenses, including associated maintenance and support. IDL is a proprietary platform deeply integrated into NESDIS and OAR's mission-critical scientific data visualization workflows.

The purpose of this action is to ensure continued access to the specific software essential for operational continuity, given that the current contract expires on May 31, 2026. As NV5 Geospatial Solutions holds exclusive development and ownership rights to IDL, no alternative vendors exist that can satisfy the agency's technical and operational requirements for ongoing scientific projects. Responses will be considered only to determine whether a competitive procurement is warranted by clear and convincing evidence of competition.
