DESCRIPTION


The State of Florida is seeking a qualified vendor to provide comprehensive Identity Governance, Administration, and Privileged Access Management (PAM) solutions. The selected vendor will deliver analysis, discovery, architectural design, implementation, and integration services to support the deployment of a modern Identity Governance and Administration (IGA) and PAM solution. This system is intended to streamline enterprise Identity and Access Management (IAM) processes for staff, partners, and other privileged users.

Key objectives include enabling efficient management of the full identity lifecycle—from onboarding and relocation to separation—while enhancing visibility into access entitlements and automating controls to prevent unauthorized or risky access. The solution should support entitlement management and review across diverse systems, implement role-based and attribute/policy-based access control, and automate provisioning and deprovisioning. Integration with both cloud and on-premises platforms, including HRM and contract management systems, Active Directory, Azure Entra ID, M365, and Salesforce, is required.

Additional requirements encompass access and entitlement compliance reporting, real-time audit logging, support for Single Sign-On (SSO) and Multi-Factor Authentication (MFA), and robust policy management tools to ensure compliance-driven enforcement. The platform should provide advanced session security features, including inactivity timeouts, session lifetime management, and manual or user-initiated terminations, to safeguard privileged access environments.
