A vendor is sought to assist in the development of a comprehensive five-year Human Resources (HR) Strategic and Workforce Development Plan. This plan aims to ensure HR is effectively positioned to lead and support the organization’s future direction. The selected consultant will deliver a roadmap aligned with the agency’s strategy, identifying HR strategic priorities, best practices, and continuous improvement initiatives.
The scope of work includes producing prioritized, costed recommendations to address gaps, enhance HR service delivery, and strengthen long-term organizational sustainability. A multi-year implementation roadmap must be provided, detailing required resources, change-management actions, dependencies, risks, and expected benefits. The engagement will also include recommendations for future-state HR technology needs to support digital transformation and optimize HR processes.
Additionally, the plan should establish a Town-wide Succession Management Framework to identify critical roles and support leadership and talent development. A performance measurement framework—including KPIs, baselines, and reporting cadence—will be required to support accountability and continuous improvement. The consultant will also be responsible for developing a change-management strategy, outlining technology requirements, reporting needs, and basic data governance considerations.
